Job Title: Director of Regulatory and Compliance
Location: Must reside within 1.5 hours from Santa Fe, NM or Midland, TX area
Travel Required: Up to 40%
*If you reside in the Midland, TX area, this position requires in-office work with periodic travel to New Mexico and Texas state regulatory agencies. If you reside in the Sana Fe, New Mexico area, this position is remote, but requires frequent travel to New Mexico state regulatory agencies and travel to XRI offices in Texas.
Purpose:
The Director of Regulatory and Compliance is responsible for XRI's regulatory and compliance program. The Director serves as XRI’s representative before regulatory agencies in Texas and New Mexico, ensuring compliance with applicable laws, regulations, permits, and reporting requirements This position is responsible for establishing and maintaining positive relationships with regulators, ensuring new and planned operations comply with applicable regulations, and monitoring current operations on an ongoing basis to ensure compliance with existing regulations and any upcoming regulatory changes. This includes obtaining and processing operations data for use in preparing, reviewing, and submitting administrative filings required by applicable state and local government regulatory agencies such as the Texas Railroad Commission (RRC), New Mexico Oil Conservation District (NMOCD), State Land Office (SLO), and Bureau of Land Management (BLM).

Role/Responsibilities:
- Responsible for leading XRI’s regulatory and compliance program.
- Develop and foster positive relationships with regulators at the RRC, NMOCD, SLO, and BLM.
- Ensure all regulatory filings in Texas and New Mexico are made accurately and timely so that XRI remains in compliance.
- Directly supervise one Regulatory Analyst
- Coordinate and compile necessary data from engineering, land, and operations teams to prepare and submit permit applications and associated technical documents.
- Prepare, organize, maintain, and track permit applications and permits associated with Salt Water Disposal, produced water recycling, produced water pipeline operations, and salt water haulers.
- Prepare, coordinate, complete, and submit monthly, quarterly, annual, or periodic reports in accordance with the applicable permit conditions for Company’s permitted facilities and operations (Disposal/Injection Wells, Commercial Fluid Recycling Facilities, Oil and Gas Waste Hauling).
- Review, summarize, and provide internal guidance regarding permit conditions of approval.
- Provide support and assistance to management and operations teams regarding required permitting actions, project status, and potential challenges.
- Coordinate with other departments to collect and analyze information and data for regulatory reports.
- Work closely with HSE teams to provide support and assistance related to employee training materials, maintenance of records, and updated “best practices” in the event of accidental spills or discharges.
- Work with engineering, land, and operations to timely and accurately report incidents. Coordinate and communicate with regulators regarding incident response to ensure compliance.
- Organize and maintain regulatory compliance schedules.
- Proactively seek to improve systems and data management processes.
- Professionally and courteously interact with regulatory agency personnel.
- Keep abreast of relevant local, state, and federal rules and regulations and agency policies.
- Design and generate reports, presentations, and correspondence as required.
- Other responsibilities as assigned.
Qualifications:
- 10+ years of compliance, regulatory permitting, or environmental experience, which includes working with the NMOCD and the RRC.
- Excellent leadership and management skills.
- Able to communicate in a clear, professional, and friendly manner.
- Experience with the NMOCD and RRC and the filings applicable to produced water handling, transporting, disposal, recycling, and re-use.
- Familiarity with local, state and federal regulatory rules and regulations (including new rules proposed by regulatory authorities in Texas and New Mexico).
- Must be flexible and able to handle multiple priorities.
- NM. Must reside within one hour drive of Midland, TX or 1.5 hours’ drive to Santa Fe, NM.
- Ability to travel to meet with regulators in Austin, Midland, or San Angelo, TX and Santa Fe, Aztec, Albuquerque, Hobbs, and Artesia, New Mexico.
- .Must possess and maintain a valid driver's license.
- Must maintain an acceptable driving record in accordance with company standards and must successfully pass a Motor Vehicle Record (MVR) check and remain insurable under the company's automobile insurance policy.

- Strong written and verbal communication skills with a focus on team building and customer relations.
- Organizational, time-management, and problem-solving skills with the ability to meet deadlines.
- Ability to work in high intensity, fast-paced environment.
- Intermediate to advanced proficiency in the Microsoft Office suite (word, excel, power point, etc.)
Physical Requirements:
- Able to sit for long periods of time, repetitive wrist and hand movements
- Able to push, pull, lift, carry maximum weight 35lbs
